4 Where we are now Direct authorization for Lab tests and a finalized Controlled Acts Regulation are the final two steps in achieving Proclamation of the Naturopathy Act, 2007 and amendments to the Laboratory and Specimen Collection Centre Licensing Act, 1990 We have all accomplished a lot to get here

5 We are advancing the profession Under the RHPA we will:  Have a clearly articulated scope of practice which minimizes the risk of scope reductions  Be at the table with government and other regulated health professionals in Ontario  Have extensive increased access to inter-professional collaboration  Be recognized and have title protection for “Doctor”  Move to a self-regulating “College” system

6 We are advancing the profession We have been granted access to all of the Controlled Acts under the RHPA that are relevant to the practice of Naturopathic Medicine We are on the verge of direct access to Lab tests, reflecting acknowledged expertise at the highest level, authorized to a handful of the 25 RHPA professions and aggressively pursued by other RHPA professions who want to be where we are right now.

7 We are advancing the profession While we need to ensure we advocate hard for a comprehensive list of labs essential for naturopathic health care, all naturopathic stakeholders in the province have collectively created a solid regulatory foundation for the future of the profession in Ontario. There is much to celebrate and much to look forward to in the future!

10 OAND 4 Phase Action Plan April 1-26: Phase 1: GATHERING INFO FROM MULTIPLE STAKEHOLDERS/SOURCES  Review of Controlled Acts Regulation with tC-CONO and MOHLTC  Feedback and input from members and other stakeholders (e.g. CCNM, CAND) (continued in all phases)  First round review of additional labs and missing substances by working group  Legal review of regulations and impacts  Setting up in-person meetings between NDs and MPPs (continued in ensuing phases until implementation) April 27-May 3: Phase 2: SYNTHESIS  Second round review of additional labs and missing substances by working group  Ongoing dialogue with MOHLTC, tC-CONO and legislators (continued in ensuing phases) May 4-15: Phase 3: FINALIZING AND SENDING THE SUBMISSION  Consultation with MOHLTC regarding Labs, prior to final submission  Finalization of additional labs and missing substances lists  Town Hall Meeting on Monday, May 11, 2015  Final OAND submissions to MOHLTC (Lab Act authorizations) and TC-CONO (Controlled Acts) May 19- proclamation: Phase 4: ADVOCACY IMPLEMENTATION

11 Strategy for Four Phase Process Comprehensive insight gathering from all of our members and other key stakeholders including CAND and CCNM, legal counsel and Lab companies during the consultation period as we are all developing our responses Ongoing dialogue with MOHLTC and tC-CONO to understand their questions and needs so we can respond appropriately with issues and solutions in our submissions Ensuring that our submission content is complete, accurate and prioritized when we send it at the close of consultation Preparing for education and advocacy under a unified message with government at the right time - when the consultation closes

13 Key items in our submissions: Labs submission to MOHLTC: Addition of 70+ labs essential to naturopathic healthcare Labs sourced in Ontario and externally included Importance of access to external labs for naturopathic assessment, diagnosis, treatment addressed – ongoing and in transition period Public health labs included Inconsistencies in types of labs listed addressed (e.g. cancer markers; hormones), along with specimen type considerations Situations where specimen collection at SCCs is not feasible or creates risk to patient care highlighted (e.g. IVIT patients, vulnerable groups, clinics far from SCCs, capacity issues at SCCs, specific tests such as Pap and various swabs/cultures) DRAFT: Updated Lab Tests April 2015 for Consultations: http://www.oand.org/?p=4406

14 Key Items in Our Submissions Controlled Act Regulation to tC-CONO: Patient safety impacts of IVIT compounding limitations in 6 month transition period (e.g. transport of Compounded IV Bags, Acute Patient Needs, IV Push Requirements) Uncertainties around unknown specific content and impact of Lab Act amendments Clarification that NDs can read tests conducted by other RHPA professionals and patient home test kits Need for simultaneous proclamation of Lab Act amendments and Naturopathy Act to ensure continuity of Labs access by NDs Need for practical mechanism to ensure access to external labs is not lost in transition period post proclamation while Ontario Lab companies and external Lab companies are sorting out contractual relationships Need to establish mechanism for ongoing review/update of labs (substances already established) now Missing, essential substances for injection and prescribing DRAFT: Updated Substances May 11: http://www.oand.org/?p=4409

16 OAND 4 Phase Action Plan May 19-proclamation: Phase 4 Strong continuing lobbying: In-person MPP meetings and follow-up in local constituency offices Electronic campaign from NDs, students and patients to local MPP(s) Continued OAND advocacy with key legislators from all three parties Preparation of OAND spokespeople for proclamation outreach to journalists Value and contribution of Naturopathic Medicine and benefits to the public of transitioning to the RHPA

17 MPP Outreach: Your participation is critical! MPP outreach program with a united message following the close of consultation is the most powerful way to educate and advocate to government decision-makers. While the consultation is active, government will not respond to comments/questions The in-person meetings we are asking you to set up now, are taking place when MPPs are in your local riding – May 19-22 – right after the consultations close (and during a constituency week) MPPs support constituent needs and have priorities related to ND needs that can bring strong leverage to our requests MPPs help educate and advocate to their colleagues on issues important to their constituents.
