I n t e g r i t y - S e r v i c e - E x c e l l e n c e ColorRatingDefinition BlueExceptional The Offeror’s proposal satisfies all applicable basic Project requirements and addresses the elements of the subfactor in a manner that enhances the Project and provides overall added value or advantage to the Government consistent with the EUL Goals while presenting a low proposed Project risk. GreenAcceptable The Offeror’s proposal satisfies all applicable basic Project requirements and either (i) addresses the elements of the subfactor in a satisfactory manner while presenting a low to moderate proposed Project risk; or (ii) addresses the elements of the subfactor in a manner that enhances the Project and provides overall added value or advantage to the Government consistent with the EUL Goals but presents a moderate to high proposed Project risk. YellowMarginal The Offeror’s proposal satisfies all applicable basic Project requirements but does not address the elements of the subfactor in a satisfactory manner and/or presents a high proposed Project risk. RedUnacceptable The Offeror’s proposal fails to satisfy all applicable basic Project requirements Color Ratings Definitions

GreenConfidence Based on the Offeror’s performance record, the Government has confidence the Offeror will successfully perform the Project as proposed. Yellow Little Confidence Based on the Offeror’s performance record, the Government has doubt that the Offeror will successfully perform the Project as proposed. RedNo Confidence Based on the Offeror’s performance record, the Government has substantial doubt that the Offeror will successfully perform the Project as proposed. I n t e g r i t y - S e r v i c e - E x c e l l e n c e HRO Selection Process SSEB presents HRO recommendation briefing to senior advisors Integrate senior advisor feedback Obtain concurrence to brief SSA SSA: Deputy Assistant Secretary of the Air Force for Installations (SAF/IEI) Review Deal Team’s evaluation briefing Considers advisors’ comments and recommendations Selects the HRO Deal Team debriefs unsuccessful Offerors (upon request)

I n t e g r i t y - S e r v i c e - E x c e l l e n c e HRO Exclusive Negotiations To be considered highly qualified, your proposal must meet the stated minimum requirements in a way that is beneficial to the Government. Commence immediately upon HRO selection – primary objective is timely lease Finalize term sheet (summarizes key business terms) Finalize transactional documents Negotiations may result in transactional documents with terms and conditions that differ from those specified in the RFQ and the selected proposal Lack of satisfactory progress may result in termination of negotiations with the HRO Government may select the next Highest Ranked Offeror to engage in exclusive negotiations Government may cancel the RFQ
