HIGHLIGHTS OF WIOA REFORMS 4 Program Alignment Unified strategic planning across core programs Enhances role of State and Local Workforce Development Boards in developing and implementing a Unified State Plan Increased Accountability Establishment of common measures across core programs Increases accountability and transparency through reporting and evaluations Enhanced Service Delivery Promotes engagement of employers and alignment of education and training activities through career pathways Strengthens partnerships and investments in one-stop delivery system

Principal Area of Reform The Governor of each state must submit a Unified or Combined Plan to the U.S. Department of Labor that outlines a four-year workforce development strategy for the state’s workforce development system.

Implementation Timeline 2015-2016 Transition year – reviewing and planning for WIOA requirements January, 2016 – Final regulations will be posted in the Federal Register March 3, 2016 Unified State Plan Due 2016-2017 Full implementation

State Level Planning for WIOA Task Force – created to provide recommendations for the implementation of WIOA Inter-agency planning committees for writing the Unified State Plan Draft plan will be posted for public comment no later than February, 2016

WIOA Task Force HB 7019 – creates a 20-member task force to develop the state’s plan for implementing WIOA Task Force’s recommendations must include: – Review of current workforce delivery system and recommendations for inclusiveness of programs; – Regional planning design; – One-stop service delivery design; – Plan for integrating economic development, workforce development, and the state’s education system; and – A plan for developing sector strategies and career pathways

WIOA Impact on Adult Education Programmatic changes will be implemented through the curriculum standards Increased collaboration with core partners at state and local level Adult education grant applications must align with local CareerSource plans.
