5 Background  Originally Days Inn Motel  7 buildings – 3 stories – 345 units  Serious code violations such as failing exterior walkways and stairs not being addressed  High crime continues to plague the property

6 Update  Sheriff’s Office (NAB) October 2014  Special Magistrate Hearing November 2014 – A host of violations, all 7 buildings – Ordered Receiver to do engineering study – Compliance Date: December 3, 2014 – Fines of up to $250 per day – Accrued to $25,000

7 Update  Orange County hired its own engineer —Perform site visit and issue a building and structural observation report —Focus was exterior ingress / egress areas only

8 Update  Initial findings for Buildings A, B — All stairs to the second and third floors are unsafe and in imminent danger of collapse  Building A and B Occupancy (all floors) – Building A 32 units / 19 occupied – Building B 36 units/ 14 occupied A B D EF G C

9 County Actions  Letter received on Jan. 23, 2015  Immediate discussions with senior County officials  Mobilized Fire Rescue company  Contacted receiver on Jan. 26, 2015  Meetings planned for this week requesting receiver's action plan

10 County Actions  Posted all stairways as “unsafe structure”  Door-to-door notices with representatives from Code Enforcement, Building Safety, and OCSO – Safety concerns – Contact information for receiver – Contact information for Family Services Dept.  Contacted emergency housing providers  Evaluating options for temporary stairs or shoring

11 County Actions  Staff concerns – Safety of occupants and emergency responders – Evacuation of personal belongings – Timeline for response limited – Many of these issues were initially identified over a year ago – Buildings A and B were believed to have less significant issues  Fire suppression systems, alarms and detectors are functional

12 Summary  County’s Engineer identified serious issues  Residents in up to 33 units in Buildings A and B (second and third floors) need to relocate  Notice has been provided to residents and receiver  Family Services will offer assistance  Engineering findings pending on remaining buildings
