IMPORTANT REMINDERS: If the user is access via the OPM Secure Portal, he/she MUST register an account in the OPM Secure Portal prior to submitting a PIPS/CVS Access Request form (INV-70B) Section #2 MUST be completed by the User’s immediate supervisor Section #3 MUST be signed by the designated Security Official of the SOI Users should ONLY be granted access to those functions required of their position Users are ONLY permitted to search individuals that their respective agency has a vested interest in for pre-employment or employment purposes Users are NOT permitted to access their own record Users are NOT permitted to access the record of a coworker, associate, or relative without the express approval of their supervisor

3. Confirm you are using the appropriate version of the INV-70B that is equipped to accept PIV/CAC signatures by verifying that a small red arrow is present in each of the signature boxes

4. Click the Signature Box and a Sign Document box will appear Select your PIV or CAC from the drop-down Click Sign

5. The Save As box will appear prompting you to save the document Type a File Name Click Save

6. The ActivClient Login box will appear requesting your PIV/CAC pin Enter your PIN Click OK

7. Your PIV/CAC signature will appear in the signature block Special Notes: ‒DO NOT send to OPM via regular email since PII is on the form ‒DO NOT print and fax or print and scan the INV-70B as it restricts our ability to verify the signature – Keep the form in its original electronic form through the entire process ‒If you are the user, submit the form to your Security Official for his/her signature and submission ‒If you are the Security Official, submit the electronic INV-70B to OPM-FIS ASL via Secure Messaging in the OPM Secure Portal
