The Chief Inspector for Environmental Protection heading the National Inspection for Environmental Protection (PIOŚ) managed nine field teams. Control System (CS) and IT Control Support System of the Environmental Inspection in Poland 9

10 DEPARTAMENT INSPEKCJI I ORZECZNICTWA Control System (CS) and IT Control Support System (ITCSS) as basic tools that support carrying out inspections
11
The current Control System has been implemented cocncerning the Project PL0100 „Increasing effectiveness of the Environmental Inspection based on Norwegian experiences” and is a result of cooperation of Inspection for Environmental Protection with Norwegian Pollution Control Authority (SFT). The Project has been financed from EEA Grants and Norway Grants. 11
12
I MPLEMENTATION OF CS The implementation of Control System started in 2007 and was aimed at replacing the “Instruction for carrying out inspections and taking up follow-up actions by the Environmental Inspection”, existing since 2005, with the new control system. After the CS has been implemented, first in the two pilot Voivodship Inspectorates of Environmental Protection of Warsaw and Rzeszów, and next in the remaining inspectorates, it will fully substitute the existing Instruction. At present the final actions are beeing undertaken to implement the new IT Control Support System. 12
13
CS – TABLE OF CONTENTS : 13 principles of inspections; Procedures and guidelines for carrying out inspections that cover i.a. annual and quarterly planning; determining the scope of inspection (drawing up inspection program); carrying out site inspections (inspections in the field) and paper inspections; documenting inspection activities (identifying actual state, outcomes of control measurement, inspection reports) follow-up actions (post-control). CS is an integral part of ITCSS.
14
ITCSS USERS : 14 1. national administrators (experts, IT specialists) – CIEP 2. voividship administrators -VIEP 3. planners – CIEP/VIEP 4. inspectors – VIEP
15
ITCSS – TABLE OF CONTENTS : 15 1. register of entities; 2. register of annual and quarterly inspection plans; 3. register of inspections (planned and unplanned inspections in the field and paper inspections); 4. register of follow-up actions (follow-up orders, requests to other authorities, penal administrative decisions); 5. register of CS documents (procedures, instuctions, templates of documents supporting inspections and follow-up actions, reports).

17 Register of annual inspection plans
18
18,,Planned inspections” refers to inspections covered by inspection plan: - inspections carried out in the field, - paper inspections (based on analyses of self- monitoring measurements). Register of planned inspections
19
19 Register of unplanned inspections Unplanned inspections cover the following: unplanned inspections in the field, unplanned paper inspections, excluding analyses of self – monitoring measurements, unplanned paper inspections based on analyses of self – monitoring measurements, unplanned inspections in the field with no given entity – pollution identification in the field, unplanned inspections in the field, with no given entity – transport of goods or waste. Register of unplanned inspections

20 Inpection’s search window (by the name of the inspected entity, inspection number, data of the leading inspector). Review of inspections entered into ITCSS
21
21 Register of follow-up actions: administrative decisions - sancions follow-up orders request to prosecution authorities, courts, government or municipal administration. R EGISTER OF FOLLOW - UP ACTIONS
22
22 Register of CS documents It is possible to generate 16 reports in ITCSS: i.a. inspection reports (protocols), annual and quarterly inspection plans.
23
23 Documents covered by the control system (CS): procedures, instructions, templates of documents supporting inspection and follow-up actions. Register of CS documents
24
24 Register of CS documents To generate different kinds of reports each VIEP can use a dedicated program (GenRap) which gives a chance to generate new reports as required. Each VIEP has at least one trained inspector who is able to use GenRap.
