2 CA organisation CA – private company – works on the basis of a contract concluded with the Ministry of Internal Affairs of Estonia RA – state authority - Citizenship and Migration Board Card factory – TRÜB Estonia

3 Status of the national deployment of the eID The card was initiated in 2002. To date 750,000 cards have been issued (at present the card is compulsory for 70% of the population)

4 Status of national deployment of eID Basic functions of the eID card: - official ID document - European travel document - support of on-line access to e-Services Validity period –Cards: 10 years –Certificates: 3 years

5 Status of national deployment of eID Price of the cards for citizens: 10 euros Price of card readers: 12 euros Software: free of charge CA provides software on the Internet

6 Basic ID function personal data is preserved in –a certificate –personal data file There will be a second chip with biometrics which comply with ICAO recommendations

7 Basic signing function Certificate of signature with a long-term proof value and infrastructure services –Time stamping –Certificate validity confirmation

8 eID based services Estonian public sector must accept digitally signed documents – ID cards can be used for hundreds of services in Estonia

9 eAuthentication Business models; financial CA – is paid according to the contract signed with the state Use of cards is free of charge for citizens The price of certificates with massive use issued to organisations is specified by the CA’s price list

10 eAuthentication Business models; public/private partnership Any (private) company can use the card

11 Current use and plans in biometrics (if applicable) A second chip containing biometrics will be added to the card –Facial image –Fingerprints Biometrics added to the card comply with ICAO standards
