Clarify Policy Language and Process for Individual Waiting Time Transfer Patient Affairs Committee Spring 2015

Current Policy does not:  Accurately and completely describe individual waiting time (WT) transfer process  Define WT calculations when transferring:  Between two current registrations  From a removed registration The Problem

Promote the fair and efficient management of the OPTN by proposing policy that:  Clarifies process for individual WT transfer  Defines WT calculations Goal of the Proposal

Individual WT Transfer Process Program submits form Organ Center performs transfer Program notifies candidate Candidate signs Multi-listed? Verifies info Uses calculations Removes, if needed Notifies program(s) Any method Within 10 business days Document

Waiting Time (WT) Calculations Transfer WT between two current listings  If removing from A and transferring to B, then new WT B = 60 days  If multi-listing, then new WT A = 20 days and new WT B = 60 days Center B Center A 60 days 20 days No Double Counting

WT Calculations (continued) If transferring WT from A to B, after having been previously removed from A after 60 days, then max new WT B = 80 days  Subtract any overlapping days  If WT B > WT A, new WT B would still equal WT A +WT B Center B Center A60 days 20 days No Gap Time Gap time

Supporting Evidence  Proportion of waiting list (2011-2013) with WT transfer each year is low: Kidney-Pancreas: 3.1-3.6% Kidney: 1.9-2.2% Pancreas: 0.6-2.8% Heart, Heart-Lung, Intestine, Liver, Lung: <1%

 Board review: June 2015  If approved, implementation date: Sept. 1, 2015  Transfer request process remains the same  Only new requirement: notify candidate of outcome  Any method  Within 10 business days  Document What Members will Need to Do
