Background HBarcelona Euro-Mediterranean Conference in November 1995 HLaunch of EUMEDIS in February 1999 European Commission - DG Information Society

EUMEDIS Objectives HAccelerate the economic growth in the Euro-Mediterranean region HImprove quality of life HStimulate Euro-Mediterranean co-operation HFacilitate the mutual understanding in a multi-cultural and multi-lingual environment European Commission - DG Information Society

EUMEDIS Objectives (cont.) HPromote innovative public services HIncrease internet connectivity among Euro-Mediterranean partners HCreate end-user-oriented electronic platforms European Commission - DG Information Society

AlgeriaCyprus EgyptIsrael Jordan Lebanon Malta Morocco Syria The Palestinian Authority TunisiaTurkey European Commission - DG Information Society Mediterranean Partners

EUMEDIS initiative Total funding 45 Million € Pilot Project funding:35 Million € Interconnection: 7 Million € Miscellaneous and Focal Points: 3 Million € European Commission - DG Information Society EU Funding

EUMEDIS Pilot Projects cover 5 Application Sectors: European Commission - DG Information Society EUMEDIS Pilot Projects HEducation HHealthcare HMultimedia Access to Cultural Heritage and Tourism HIndustry and Innovation  Electronic Commerce

H Proposals received: 167 H More than 1000 organisations involved in submitting proposals H about 25 have been found worth funding H Proposals in the area of Education did better than in the area of eCommerce H Well balanaced distribution across Mediterranean partners European Commission - DG Information Society EUMEDIS Pilot Projects (cont.)

HTo fund the (Internet based) interconnection between the European research network (i.e. GEANT) and the research networks of Mediterranean partner countries HTo create an infrastructure all around the Mediterranean region, which will transport any sort of co-operative research application HTo provide the necessary network resources for the pilot-projects addressed by Strand two of the EUMEDIS initiative HTo boost the development of the Internet in each Mediterranean country EUMEDIS IP Interconnection Initiative Objectives European Commission - DG Information Society

HThe EC has provided crucial investments for the interconnection of national research networks in Europe and the EUMEDIS initiative will allow this to be extended to Mediterranean partner countries HTo enable the creation of a multi-megabit/s network infrastructure for research and education HThe EC will ensure that use of the available funds complies with the rules for sound and efficient management of public funds The role of the European Commission €€ European Commission - DG Information Society

HThe first aim of the EUMEDIS IP Interconnection Initiative is the support of National Research Network Centres (NRNCs) in the Mediterranean area which will use the Internet connectivity provided by the EUMEDIS Strand one activity Lot 2 (IP Interconnection Initiative) for the benefit of the national research communities. The role of the Partners European Commission - DG Information Society

HThe National Research Network Centres (NRNCs) in the 12 Mediterranean partner countries provide, on a national basis, services to the research and education communities and they have the required knowledge of the needs of their end users. HThe specific role of the NRNC organisations in this initiative is to be responsible for defining the detailed requirements and specifications of the interconnection network. European Commission - DG Information Society The role of the Partners (cont.)

HThe second aim of this initiative is targeted at the provision of bandwidth to NRNCs, to connect them amongst themselves and to the European research backbone network European Commission - DG Information Society The role of the Partners (cont.)

HThe NRNCs will perform a detailed analysis of the regional needs in the field of research networking and will ensure a good implementation of the interconnections HThis analysis will constitute the terms of reference for a tender for bandwidth provision and technical co-ordination Services to be provided European Commission - DG Information Society

HTo provide the required infrastructure and services HBecause these markets are mostly competitive ones, they will be invited to submit their proposals in response to open calls for tenders HThrough their R&D activities and commercial developments, they also contribute to the shaping of the emerging technology landscape and market evolution The role of the Telecommunications Operators and Service Providers European Commission - DG Information Society

HA proposed initiative should provide a multi-annual framework that could be awarded with a contract of up to 2+5 MEuro (representing up to 80% of the overall cost of the initiative) HTo finance collectively by the EC and NRNCs Hthe planning Hprocurement Hcost and management of the interconnection of the NRNCs HThe approach must ensure that network connectivity and services are procured competitively and financed jointly by the EC and NRNCs Funding € € € € European Commission - DG Information Society

HAcceleration of the overall economic development rate HRe-enforcement of the tools and the methodologies that support mutual comprehension and understanding of the numerous cultures and beliefs that compose the Euro-Mediterranean richness and diversity HThe overall improvement of the quality of life as a direct consequence of the large scale deployment of regional information society initiatives in various sectors of the Euro-Mediterranean social life Common EC Policy Interests European Commission - DG Information Society

HEnsure European-Mediterranean Cohesion by mobilising the largest possible number of the 12 EUMEDIS partner countries HEfficient and Transparent Use of Community Funds (e.g. by taking into account that Cyprus and Israel are already connected to GEANT) HSound and Efficient Management of the Initiative Common EC Policy Interests (cont.) European Commission - DG Information Society

HIncrease the collaboration of European and Mediterranean researchers through the provision of an interconnected research infrastructure HKeep the network up with technological developments HCarry all traffic accepted by the NRNCs (common Acceptable Use/User Policies) High Level Requirements European Commission - DG Information Society

HSupport any research traffic and the connectivity needs of pilot projects HNot carry any commercial transit traffic HThe initiative should periodically review the project and (re-)assess priorities High Level Requirements (cont.) European Commission - DG Information Society

HProvide a stable multi-megabit/s transport network for production-quality data communications HOffer a flexible and scalable access topology from all connecting countries by providing one point of presence (PoP) in the largest possible number of the 12 NRNCs HThe network should be easily accessible for research needs, on an open non-discriminatory basis, and provide access to pilot projects. HInclude means for traffic measurements High Level Requirements (cont.) European Commission - DG Information Society
