Overlay Services RHCs are encouraged to monitor overlay services It was recommended that the UK should provide ENC producers with advanced notice of safety of navigation issues within its AIO service and seek consent for publication Member States were encouraged to solve AIO matters on a bilateral basis and to report progress to WEND via their WG members UK has provided an AIO risk/benefit assessment which was made available to HSSC 7 and will be made available to IRCC 8

Update report on the study for overlapping ENCs Singapore is leading a study on behalf of the EIHC – the will be working with OEMs to carry out ECDIS testing in ECDIS using the Malacca and Singapore Straits. IC-ENC is also running overlap tests and has a policy regarding overlaps. PRIMAR also has an overlap policy. USCHC presented some lessons learned from the US- Canada Trans-Boundary Agreement to resolve overlaps.

Review of the WEND Principles and governance The WEND Principles and guidelines were amended in 2014, so the WEND recommended (at IRCC) not to propose any changes at this time. WEND examined the EIHC5 Decision 12 to consider issues surrounding the full implementation of the WEND Principles and asked IRCC to endorse a methodology for the work.

ENC Coverage 2014 figures on the percentage of adequate coverage (based on paper charts) were given Small scale = 100% Medium scale = 90% Large scale = 97% It was noted that Passenger Cruise lines were planning to use a large number of “new and exotic” locations. MACHC rep presented its cruise ship coverage analysis

ENC Gaps, Overlaps and QA WEND agreed that the analysis of gaps and overlaps should be an RHC function for each region. RHCs should update the list of ports and anchorage areas within their area of responsibility. RHCs should consider the adoption of a risk assessment model like the LINZ effort to undertake this work

ENC Distribution and RENC Reports RENCs reported positively on ENC distribution WEND agreed to disband the RENC Harmonization WG RENC Harmonization, technical and distribution issues will be permanently added to the WEND work plan

IHO ENC Catalog Development IHB has made significant progress on the ENC catalog – launched in March 2015 PRIMAR offered to make their ENC database catalog and overlap checker available to RHCs and IHB
