SNAP SHOT OF THE PILOT PROJECT, INNOVATIONS, ACHIEVEMENTS, CHALLENGES & ENVISAGED PROJECT OUTCOMES Pilot Project: Improvement in Quality of Family Planning Services through Citizen-Led (Women-Led) Performance Monitoring of Family Planning Service Facilities; Location: District PESHAWAR Duration: 10 Months

OVERALL GOAL OF THE PILOT PROJECT To develop a model for improving access, outreach and quality of family planning services through citizen-led monitoring and feedback using Community Score Card (CSC) on a sample of 9 BHUs and Family Welfare Centers in District Peshawar. Project Outcome 9 Jointly Agreed (Citizen-Government) Action Plans developed and at least 50% of the Action Plans Implemented.

THE COMMUNITY SCORE CARD AS A SOCIAL ACCOUNTABILITY TOOL Is a Community-Owned Process Where the Community Collates its Experience Related to a Mandated Public Service and Presents it to Service Providers and Managers of the Public Service System for Feedback, Review and Planning. 3

THE PROJECT INNOVATION The Community Score Card (CSC) is being applied for the first time in KPK as a social accountability tool for family planning service delivery; The CSC is being used as a citizen-service provider participatory tool for arriving at joint agreed action plans; The CSC Innovation Process in outline is: 1)Preparatory Stage 2)Input Tracking Sheet 3)Community generated performance score card 4)Self Evaluation Performance Score Card 5)Interface Meeting for Issues Analysis and Joint Action Plan This project innovation dovetails fully with the citizen inclusive initiatives of the Government of KPK & thus will be sustainable.

CHALLENGES AND MITIGATION MEASURES Challenges 1. Local bodies elections & polio campaigns was time lost in getting to government officials. 2. Government funding constraints may affect the supply side for the implementation of Joint Agreed Action Plans. 3. Motivating the family planning service providers in meeting agreed obligations in the action plans. Mitigation Measures 1.We planned major activities effectively and thus overcame this challenge; 2.We are meeting elected LG officials for tapping of LG budgets for increased allocations for these action plans. 3.Citizen Activists Pressure Groups.

Through continued community engagement in the CSC Process without any monetary support. The successful support of the government at the highest tiers as well as at field level is being managed. Strong and continuous advocacy and awareness of citizens right to quality planning services will increase the supply side and demand for scale up and replication of this model; Successful implementation of the nine (9) agreed action plans will encourage the government to institutionalize the CSC model. We are also involving the elected LG representatives in the implementation of the agreed action plans. Sustainability Plan
