Basic JTF to CTF Transition Guidelines 1. The Lead Nation is responsible for the JTF to CTF transition actions during a crisis action situation. 2. The Lead Nations is responsible for clearly outlining the expectations for the participating nations joining the CTF using this Annex as a base reference document. 3. The Lead Nation will provide the preponderance of support and personnel for the initial activation of the CTF headquarters and CTF components. 4. The Lead Nation can make refinements this Transition Guide, as required, during an actual crisis action situation. –However, the goal is to minimize such refinements to move towards standardization among the MPAT nations for this transition to a CTF. –The less such refinements are required will increase the readiness for activating a CTF and provide for a more timely initial response.
