FDEA/SECO/WEIN – Daniel Menebhi 3 Objectives (programme) Co-financing up to 10 projects in the field of sustainable energy management in 4 selected Romanian cities (CHF 37 million) Disseminate and intensify strategies for sustainable energy policies in Romanian cities, like e.g. “Sustainable Energy Action Plans (SEAP)” within the “Covenant of Mayors” initiatives of the European Commission. Introduction of the eea/Energy City management system, recognized as one of the best implementing tools for SEAP, in selected Romanian cities Adapting the process- and implementation orientated approach of the Swiss quality management system eea / Energy City for Romanian municipalities.

FDEA/SECO/WEIN – Daniel Menebhi 4 Objectives (programme) Implementation of a resilient energy/climate policy in about 4 Romanian municipalities (with emphasis medium size) based on a firm commitment of the responsible authorities to the foreseen activities. a comprehensive report on the energy/climate policy of the municipality, a city profile and relevant data a sustainable energy action plan (SEAP) / program for the next 4 to 5 years, with targets and goals, schedule, finances, and responsibilities Capacity building of Romanian municipal administration and their advisors on the vast possibilities of energy and climate change related activities on regional and local level.

FDEA/SECO/WEIN – Daniel Menebhi 5 Benefits for selected Romanian municipalities Gain of insight into municipal energy issues through a review by specialists of energy-related activities; Formulation and prioritization of energy related actions and projects most likely to support sustainable development; Access to Swiss financing for their priority infrastructure projects; Potential access to other financing (e.g. EU cohesion funds) for other actions or projects (i.e. those not financed by Switzerland)
