BİLGE SYSTEM A software program called BİLGE (BİLgisayarlı Gümrük Etkinlikleri) (Computerized Customs Activities) has been developed to carry out customs formalities.

STANDART PROCEDURE-1 All customs transactions are performed electronically via BİLGE system -Web services (e- signature) (%94) -Data entrance rooms

STANDART PROCEDURE-2 Trader can also submit customs declarations via web services with e- signed After submitting electronically, trader submits paper based declaration also

SIMPLIFIED PROCUDURE Paperless Declaration Paperless declaration is used for ; - Simplified procedure- export declarations - AEO (export &import declarations) - Express cargo (export &import declarations)

DESIGNING THE SYSTEM The system will be implemented in two phase: e – Application : -Trader applies to single point (customs) -If there is need for permission/licence the system transmits data to relevant institution. -Relevant institution sends response (negative/positive)

DESIGNING THE SYSTEM -2 e- Document : Data within permission/licence etc. is transmitted Customs administration uses this data in customs transactions Customs administration provides feedback

WHAT HAVE BEEN DONE-1 The SW had been held in National Plan Circular order of Prime Ministry for single window is in force as of 20 th. Of March Action Plan has been prepared Shareholders have been determined Accompanying documents have been determined Meetings have been held with shareholders

WHAT HAVE BEEN DONE-2 Data set was prepared for accompanying documents Designing of the system were completed The need for software determined Software was prepared by IT Department E-document application was put into practice with a public authority
