HeD Pilots Goal - Modified Goal The goal of this initiative is to produce, consume, and where feasible, execute implementable CDS interventions. 1.Event Condition Action Rules (ECA Rules) 2.Order Sets 3.Documentation Templates Pilot Scope 1.Health eDecisions will apply defined aspects of the Implementation Guide in a real-world setting. 2.Modify the Implementation Guide to ensure it is usable 3.The real-world pilots evaluate not only the technology, standards and model (VMR), but also provide a test bed to evaluate the interaction of technology, implementation support, and operational infrastructure required to meet Health eDecisions use case 1 objectives at the stakeholder or organization levels. 4.Demonstrate intent of formats (specifically structures and semantics) are communicated either by direct execution or by translation to native format 5.Ensure Completeness and consumability of artifact

Work Stream 3 -HeD Use Case 2 Development Data Element Requirements Review

Outputs 1.Validate candidate standards list 2.Analyze candidate standards per HITSC criteria to produce selected standards 3.Map UCR to selected standards in documented crosswalk 4.Perform technical feasibility of analysis 5.Develop gap mitigation plan 6.Review with community and achieve consensus Gap mitigation plan Requirements Traceability Matrix 1.Develop solution diagram and plan 2.Confirm data model approach 3.Develop new standard(s) 4.Modify/harmonize existing standard(s) to produce final standards 5.Achieve community consensus or agreement Final standards 1.Using final standards, develop Implementation Guide document 2.Document IG Conformance Statements in RTM 3.Develop Examples to inform implementers 4.Validate examples 5.Achieve community consensus or agreement Implementation Guidance 1.Align Timeline with Ballot Cycles 2.Submit PSS 3.Submit NIB 4.Submit Initial Content to HL7 5.Submit Final Content to HL7 6.Submit Examples to HL7 Balloted standards 9 HeD UC2: Standards Development & Harmonization Targeted Activities

The Use Case Support Team members will continue to support the Use Case 2 activities as we move from Use Case development into the next phase of the project Support Team Members for SDS & Harmonization activities for HeD Use Case 2 –Anna Langhans (anna.langhans@accenturefederal.com)anna.langhans@accenturefederal.com –Saunya Williams (saunya.m.williams@accenture.com)saunya.m.williams@accenture.com –Atanu Sen (atanu.sen@accenture.com)atanu.sen@accenture.com 10 Standards Development Support & Harmonization

11 Overview of HeD UC2 – Candidate Standards List March 21, 2013 Saunya Williams, PhD

S&I team established to evaluate HIT standards for the purpose of affording interoperability of data exchange and encouraging widespread adoption of HIT standards Determine the need to modify existing standards or to develop new standards to ensure alignment with the Use Case and Functional Requirements Coordinate the engagement of Standards Developing Organizations (SDOs) –Obtain access to standards –Help locate specific expertise –Monitor updates to standards –Maintain awareness between S&I Framework and SDOs 12 Standards Development Support (SDS)

Our approach engages the SDOs throughout, integrates with the existing S&I Framework phases, and follows an open and iterative plan for defining the required standard modifications. SDS Strategy 13

During the Pre-Discovery efforts, a list of potential standards that may either be used or modified for a S&I Initiative are identified as Candidate Standards –The Candidate Standards List is a comprehensive scan of all standards and related artifacts to assess “best-fit” for each S&I Initiative The master file for this list is available online, and also highlights the common overlaps of a candidate standard between S&I Initiativesavailable online The Candidate Standards List affords –Traceability Was standard ‘X’ considered in this initiative? When was it excluded and why? (Answered by Harmonization team during Standards Analysis) –Communication Allows the SDS Team to analyze standards and engage SDOs and SMEs Encourage community participants to brainstorm potential standards to address the needs of the S&I Initiative A “living” document –Updates are ongoing until the S&I Initiative is complete –High sensitivity, low specificity 14 Candidate Standards List
