7 There is a potential for tension with this parallel approach: eg: History suggests a player’s preferred implementation is correlated strongly to the cost allocation rules BT will participate in a “theoretical” mode I anticipate that some issues will require regulatory “suasion” or “encouragement” OPF Co-location Focus Group
