Grundtvig Action as a pilot experiment for a new evaluation culture Evaluation: - ongoing procedure - management tool in order to assess the relevance, effectiveness and impact of the actions with regard to the objectives of the SOCRATES programme and to facilitate the decision making process. Data concerning - decentralised actions are collected by the National Agencies - centralised actions are collected by the Commission - TAO

The National Evaluation Report Article 14 of Decision no. 253/2000/EC: Member States shall submit to the Commission, by the 31 December 2003 at the latest, a report on the implementation of SOCRATES Programme. Period covered: 2000 to 2003 Both centralised and decentralised actions concerned. The European Commission will ensure coordination comparable results

Focus on 2 aspects: relevance: needs - objectives efficiency: inputs - outputs Quantitative and qualitative data Evaluation project about: - control, responsibilities - content of the evaluation: descriptive and analytical elements measurements of efficiency and effectiveness interpretation of results proposals for improvement and/or reorientation - methodological approach - work plan - resources

The content of National Evaluation Reports - information about the context of the programme - financial information - answers to joint questions - answers to additional questions - conclusions and recommendations

The situation in Greece Close cooperation between National Authority (Ministry of Education) and Hellenic Socrates National Agency (IKY) in order to elaborate and implement a work plan. Consultation with experts on evaluation, to select evaluation methods and tools, formulate additional national questions, interprete results. Further proposals: meetings / seminars for NA staff manuals / guidelines for beneficiaries about (self)- evaluation
