52/4/2016 The Regulatory Stuff FAR 61.56(e) states: a person who has, within the preceding 24 months, received one or more phase awards from the FAA- sponsored “Pilot Proficiency Award Program”, need not also accomplish a separate flight review. FAA Advisory Circular 61-91H

62/4/2016 Who May Participate? All aviators holding an FAA Recreational Pilot Certificate, or higher; Pilots must hold a current airman medical certificate, when required. Balloon, Glider, Seaplane, & Rotorcraft/Helicopter pilots; and Uncertified pilots of qualified Ultralight vehicles that comply with FAR Part 103.

92/4/2016 Each Phase Flight Training: (3) three hours of dual instruction. Ground Training: Attend at least 1 FAA sponsored Aviation Safety Seminar; Ground Training Substitution: FAA sponsored or FAA sanctioned Mountain Flying Course or;

102/4/2016 Each Phase Attend an Industry-Conducted Recurrent Training Program or; Attend a physiological training course conducted by either the FAA or Military.

112/4/2016 Each Phase Each phase must be completed within 12 months after the starting date. If you start on Jan 1, 2000, you must complete all requirements by Dec 31, 2000. Training for the next phase may begin immediately after completion of previous phase. 12 calendar months between applications.

122/4/2016 Each Phase Applicants not meeting the IFR experience requirements of FAR 61.57 are required 1 additional hour of basic instrument training. Instrument Training applied to odd-numbered award phases (Phase I, III, V, etc.)

162/4/2016 Exceptions For CFIs’ Phase I through III may be earned without the 12 month restriction between phases. Each phase may be earned by recommending 3 pilots for a “Wings” phase award; 9 pilots x 3 hours each = 27 hours total instruction given.

A proficiency flight with a CFI designee or FAA Operations Inspector; May be substituted for airman phase endorsements. Attend one Aviation Safety Seminar for each award; Flight Instructors are reminded to preserve each award so they can prove compliance to FAR 61.56(e), if needed.

232/4/2016 The Flight 1 Hour of Dual Instruction (2nd Hour) Takeoff & Landing Maneuvers: * Approaches Crosswind Takeoffs & Landings Soft Field Short Field * All maneuvers trained to PTS for certificate held.

272/4/2016 Follow Up And Closure All entries on Pilot Proficiency Award application must be signed by CFI. Applicant must complete form correctly: Name, Address, Phone, Phase “#”, Etc.

282/4/2016 Unsatisfactory Performance All maneuvers (Rec, Pvt, Com, Atp) completed to appropriate Practical Test Standards. There are no failures!

292/4/2016 Satisfactory Performance District Office awards “wings” and certificate. Completed within 30-45 days after receipt of application.
