2. Background 2013 request to consider the development of a specification to support a certification program for the DSM-EE WEQ/RMQ standards was received from Dominion Voltage Inc. The Demand Response (DR) and Energy Efficiency (EE) Measurement and Verification (M&V) Certification Program was developed by the NAESB Board Certification Program Committee. DSM-EE Specification Task Force was established to develop a specification to support the certification of DR and EE M&V products and services. The Board Certification Program Committee and the task force determined that the request for a certification program would be addressed in two phases: EE followed by DR 2
