Core GPRA Modernization Act Requirements Objective: Deliver a scalable, flexible performance management solution for the Federal government that meets the requirements of the GPRA Modernization Act and provides useful functionality for the benefit of internal and external stakeholders Core GPRA Modernization Act Requirements: Move performance data into machine readable formats- Produce plans and reports in searchable machine readable formats. Move from hardcopy single purpose to centrally managed online access (Sec 10.a.2) Make available through a central website- Make plans and reports available through a centrally managed web site (Sec 10.a.3, Sec 7 1122 a.1.A-C). Enable identification of cross-cutting performance issues (Sec 9.a.1.2.B-F) Create Government Program Listing- Identify government programs and funding levels (Sec 2.d.8, Sec 3.a.2, Sec 7.a.2) 2

Benefits of a Standard Taxonomy for Performance Consistency in information structure Ability to identify common elements across multiple organizations Leverage common tools Standardize formatting Enables Re-use of information Structured data can be reordered and queried Structured data can more readily be processed and analyzed Great flexibility in providing Multi-purpose reporting enabled Automated Data Uploads Data standard based on taxonomy enables export and import of information to different systems Different methods of information collection can be implemented – machine data export – web forms – XML bound templates Use of an open data standard improves platform independence Retains agency flexibility in managing internal processes and performance systems Coordination is done at the information level as opposed to system level 3

Performance Data Standard Approach Evaluate and leverage existing performance related standards – XBRL – StratML – Agency specific standards StratML – Based on GPRA and now GPRAMA requirements – ANSI standard- ISO standard pending – Successfully applied to over 700 plans – Enables comparison of information outside the Federal space Extend StratML to include GPRAMA specific requirements Collaborate with Agencies Establish formal review and revision processes Establish NIEM domain for performance that leverages new data standard Produce tools and guidance

Relevance to Architecture A government-wide performance data standard provides a robust taxonomy for relating results to IT (and non IT) actions Once implemented the data standard provides new insights into the work and results of organizations These insights can help prioritize opportunities for modernization The ability to view programs and their activities across the government enables the identification of potential partner organizations for shared services The ability to link performance to common mission functions and activities can provide the basis for analysis to identify best practices Provides increased utility for performance views beyond the current PRM Any other ideas…?
