21. 6 A Significant Observation of our Current Environment - We have "critical value added" in our attraction and qualification of intellectual content and individual experts - Aspects such as peer review and membership grades are the core of our value added However - We gain our revenue by packaging and indexing these value-added products and services as publications, conferences, etc. - tasks which are being challenged by concepts of "open access“ and "Google" - both with no fee to the user - These create a serious urgency for revisiting our business models and our vision of delivering the professional environment of the future

22. 7 Draft Recommendations for IEEE to Respond to this Observation - Set the stage for new business models, including educating our members on the tradeoffs between privacy, personalization and potential revenue streams – and focused response to their needs - Develop a strategic intent for our relation to personalized data collection and use - Develop a 'current' privacy policy (taking into account European, Californian, and other regulatory considerations) - Be transparent and enable effective user services and revenue opportunities

23. 7 Draft Recommendations cont. - Establish/expand relationships such as: affiliate sales (e.g. Amazon), trade publication linkages (CMP, IDC, etc.) - with consideration for related revenue streams as well as a wider range of materials for users - Develop an open source strategy -- how and when we might use open source code, invest in that community, and open the door towards sharing the development and maintenance costs with other organizations, members and other users.

24. 8 Draft Recommendations for expanding IT-based services - immediate priorities include: - Expand our email alias service into a full "IMAP/POP" service (so users can archive and send email though our service) - Provide virtual conferencing services that would allow for remote real-time observation, delayed observation, concurrent 'chat' interaction with conference (queries for speakers, as well as 'networking'), and scheduled chat rooms with speakers.

25. 9 Draft Recommendations for experimenting with new IT-based services - IM/IRC (and community/buddy lists), Chat, Blogs- individual home pages (like “myIEEE” but perhaps with a wider range of personalization services with feeds from outside IEEE) - Target some of these experiments in volunteer leadership communities where there is an established interaction

26. 10 Draft Recommendations to engage current and potential members - Find ways to engage individuals is a key objective (folks that take on volunteer roles, etc. tend to remain as members, etc.) - Engage industry in consideration of how we can provide service that professionals can use 'on the job' - security, firewall, etc. issues

27. 11 Draft Recommendations to prioritize and coordinate (we are aware that our recommendations, while based on the changing IT environment, go far beyond our ITSC mandate) - Foster interaction among the major boards to facilitate coherent strategies - Involve our IEEE Strategic Planning Committee - Provide significant leadership to decide to invest and act in a timely manner

28. 12 Final Draft Recommendation - Develop a focused, cross-Institute, in-depth plan for the new IEEE professional environment (perhaps starting with a clean sheet approach, while experiments are being conducted)
