2 Vietnam Brunei Darussalam Cambodia Indonesia Lao PDR Malaysia Myanmar Philippines Singapore Thailand ASEAN CONSULTATIVE COMMITTEE ON STANDARDS AND QUALITY Established in October 1992 by ASEAN Economic Ministers. Led by the Head of the National Standards Body or the Designated Standards Agency of ASEAN Member Countries with strong participation of regulators and industry.

3 ACCSQ Mandate To facilitate the ASEAN Economic Integration towards a single market and production base by 2020 through elimination of technical barriers to trade posted by standards, technical regulations and conformity assessment in ASEAN Member Countries

4 Harmonise standards and technical regulations through alignment with international practices; Develop and implement Mutual Recognition Arrangements (MRAs) on Conformity Assessment; Enhance the technical infrastructure and competency in laboratory testing, calibration, certification and accreditation based on internationally accepted procedures and guides; and Strengthen information networking on standards and technical regulations Measures Undertaken

6 Progress Harmonization of standards: 140 standards have been harmonized with international standards. More standards are in the process. Mutual Recognition Arrangement: 3 MRAs are in operation (electrical and electronic equipment; cosmetics and telecommunications). MRA for GMP Inspection for Pharmaceutical is being pursued.

7 Progress Harmonization of technical regulations/ requirements Technical regulations are being harmonized in some sectors such as electrical and electronic equipment; pharmaceuticals; cosmetics; medical devices; traditional medicines and health supplements and prepared foodstuff. Similar activity is being considered for other sectors such as automotive; rubber-based and wood- based.

8 Progress Enhancing technical infrastructure and competency A number of projects/ programmes have been carried out between ASEAN Member Countries or through assistance by ASEAN Dialogue Partners such as EU, Australia, New Zealand, PTB- Germany to enhance technical competency especially in testing and certification. Transparency of standards and technical regulations: Involvement of stakeholders especially private sector in ACCSQ activities Making standards and technical regulations accessible to all parties concerned.
