UNCLASSIFIED 2011 Major Accomplishments Spearheaded formation of Army position to defend capabilities and find spectrum under the National Broadband Plan (NBP) Secured spectrum for soldier C-IED training Assigned spectrum during tornado disaster relief Defended Army international spectrum access – State Dept requested ASMO join US del Central American bilats Obtained spectrum certification for JTRS hand held Turned over data capture tool (Stepstone) to JSC Provided engineer support for testing before deployment Spectrum management certification guidance, assistance and engineering for Program Managers Successful relocation to Fort Meade

UNCLASSIFIED Issue: Army High-Priority WRC-12 Agenda Items (AIs) 8 AISubjectSummary 1.15 HF oceanographic radar (3-50 MHz) Protect Army Primary status in HF bands 1.21 Radar allocation (15.4-15.7 GHz) Support more radar spectrum (300 MHz) 1.25 Mobile satellite allocation (4 – 16 GHz) Oppose change to the Radio Regulations that encroach on bands used by Army 8.2 Future WRC agenda items US supports an agenda item promoting mobile broadband ; best Army strategy is to support US efforts to establish ITU working groups that develop regulatory language protecting existing Army spectrum uses

UNCLASSIFIED Issue: National Broadband Plan Army studied the technical, cost, and operational impact and feasibility of giving up spectrum (1755- 1850 MHz) to industry for wireless broadband applications −Key Equities: Joint Tactical Training System (JTRS), Unmanned Aerial Systems (UAS), High Capacity Line of Sight (HCLOS); Unmanned Ground Vehicle (UGV) video; Point-to- point microwave links, Telemetry, GSM Training systems −All Army capabilities have workable mitigation Alternative spectrum identified Use of exclusion zones around training areas 9
