Committee Expectations – Inclusive: Participation of broad range of stakeholders that reflect diverse interests – Objective: Impartial and unbiased participation – Rigorous: Extremely thorough and accurate – Transparent: Visible and accessible information and business practices – Timely: Work finished quickly and in time to influence decision making 3

4. More Committee Expectations – Authoritative: Clear and concise conclusions and actionable recommendations – Efficient: Minimize wasted effort and expense – Funded: Money and staff for quality work 4

Product Expectations – Interconnection-wide Transmission Plans: Periodic independent assessments of future transmission needs (10-year and 20-year) – Reliability Reports: Periodic independent analysis of emerging reliability challenges – Policy Impact Reports: Timely independent analysis of the reliability implications of proposed regulations or public policies – Public Datasets: Common basis for consistent analysis by RPGs, utilities, and consultants 5

Analysis Expectations – Resource Adequacy Analysis: Evaluate interconnection-wide transmission and generation adequacy – Resource Alternatives: Consider wide-range of resource alternatives (e.g., EE, DR, etc.) – Sensitivity Analysis: Consider wide-range of forecast variables (e.g., loads, fuel prices, etc.) – “What-if” Scenarios: Consider wide-range of future economic and policy scenarios (e.g., high VER, high DER, etc.) 6

More Analysis Expectations – System Flexibility Analysis: Evaluate adequacy of power system ramping capability – System Stability Analysis: Evaluate interconnection-wide frequency response and voltage stability – Mitigation Analysis: Consider readily available mitigation options (e.g., synchronous condensers, smart inverters, etc.) 7

Model Expectations – Production Cost Modelling: To evaluate interconnection-wide generation and transmission adequacy and future trends in key variables (e.g. net load, CO 2 emissions, etc.) – Power Flow Modelling: To evaluate interconnection-wide frequency response and voltage stability – Round-Trip PCM-PFM Capability: Critical for internally consistent reliability analysis 8

9. Database Expectations – TEPPC is a User: Databases designed and developed for use by TEPPC and WECC – Public Users: Databases made available for public use by RPGs, researchers, and consultants – Rigorous: Thorough and accurate – Internally Consistent: Agreement between multiple assumptions across time and geography – Current: Updated in a timely fashion 9

10. Conclusion – Federal, state, and provincial policy-makers need an independent, objective, and transparent source of information and analysis to set energy policy goals and objectives in the Western Interconnection – In particular, policy-makers in the Western states and provinces place a high value on WECC’s interconnection-wide transmission planning because the process allows them to explore potential public policy options and test future “what-if” scenarios 10
