Genesee ISD 09/23/20093 2009 – 10 COUNT DATES 4 th Wednesday after Labor Day September 30, 2009 2 nd Wednesday in February February 10, 2010 If not in session, use the day immediately after with approval of the State Superintendent

Genesee ISD 09/23/20094 Requirements for Membership Pupil must have enrolled in the district prior to or on the count date. The pupil must be present on the count date. If absent on the count day, the district must verify the pupil return to school for all class periods for instruction. If the absence was excused – Must attend within 30 calendar days If the absence was unexcused – Must have been enrolled and attendance prior to count day and must attend within 10 school days.

Genesee ISD 09/23/20095 SUSPENDED OR EXPELLED PUPIL ON COUNT DAY A pupil who was enrolled and in attendance in a district before the pupil membership count day or supplemental count day or a particular year but was expelled or suspended on the pupil membership count day or supplemental count day shall only be counted as 1.0 FTE if the pupil resumed attendance within 45 days after the pupil membership or supplemental count date. Genesee ISD 09/23/20098 Transfer of School Records Revised School Code (380.1135) A school will send a copy of the “school record” to the new enrolling school within 30 days. The No Child Left Behind Act requires that disciplinary records, with respect to suspension and expulsion, are transferred to the new enrolling school.

Genesee ISD 09/23/200914 PUPIL RESIDENCY It is the enrolling district’s responsibility to verify the residency of the pupil. District decides proof A pupil is a resident of the district in which the parents or legal guardian resides, regardless of who has custody. Exceptions

Genesee ISD 09/23/200915 PUPIL RESIDENCY NEW A child from a military family who has been placed in the home of the non-custodial parent or a person serving as loco parentis under special power of attorney executed under applicable law while the parent has been assigned to active duty shall be enrolled in that resident district or continue to attend the district of origin. The child may be enrolled one month prior to the beginning of the parent’s tour of active duty and continue to be enrolled up to six months following the parents completion of active duty. Although outlier reports are designed to point to high risk data, if the auditor determines that there is a legitimate reason for the anomaly, the auditor may request in writing an exception from the Director of the Office of Audits. An example of this would be if a high school experiences a significant increase in enrollment, it logically would experience an increase in completers.

In addition, outlier reports will now include lower than expected completers. In those cases, the auditor does not need to perform the audit steps but should discuss the accuracy of the completer exit codes with district staff.
