Montenegro has good laws, and strategies have been adopted concerning this area The big problem is their implementation, there are structural and institutional barriers to social inclusion and integration In the future it is expected to continue political reform and intensive serious work on further development and consolidation of strong protection for marginal groups

6. In addition to general education reform, Montenegro has made significant efforts in developing strategies and policies in order to create an inclusive education system. Target groups -children of RAE population -children with disability One of the most important segments of social inclusion is EDUCATION
