What is a Neighbourhood Plan? A land-use plan which parish councils may opt to make, with planning and land-use matters at its heart Covers what development we want where, and the infrastructure needed to support it. Once in place, becomes a formal part of the Local Plan with statutory force. Must be taken into account in considering planning applications. Time-consuming process required to get one in place: preparation of plan, formal consultation, approval by independent inspector, local referendum Complements the Parish Plan 2011

What a Neighbourhood Plan is not............... a vehicle to frustrate development policies approved at national or local authority level. It must conform with: Whatever housing numbers we end up with for the parish in the Vale’s Local Plan. Other planning policies put in place by national government or in the Local Plan. It cannot over-ride national or local decisions on eg changes to the Green Belt.

So why are we doing a Neighbourhood Plan? It will give the community a real say over the future of the village as it faces major change. Should we try to create a village centre, and where? How will the various sites proposed for development link with others and the existing village? What kind of housing should we have? It will increase the Parish Council’s share of the Community Infrastructure Levy from 15% to 25%, giving us serious leverage over spending on infrastructure associated with the new development. It will provide a framework to help us work out what are our priorities for infrastructure spending, weighing up needs for improved roads, adequate sewerage, a larger school, a new or improved village hall or shop.

Provisional timetable (needs to fit around Local Plan decisions) October 15 – March 16: Set up working groups and develop proposals under 5 key themes April/May 16:Consult community on proposals under 5 themes May – July 16:Modify theme proposals and prepare draft Neighbourhood Plan around them Summer 16:Modify draft as necessary to reflect decisions on Local Plan Autumn 16:Formal consultation on draft plan Late Autumn 16:Submit plan for (a) checking by district council and (b) independent examination Early 2017 (at earliest) Referendum

The 5 key themes 1.The shape and cohesion of Radley village, including the location of the village hall, the community shop, open space and other possible facilities. 2.Design, density, tenure and dwelling size issues for the new housing. 3.Infrastructure priorities: roads and other transport provision, sewerage and flood prevention, the primary school. 4.The requirements of parishioners neighbouring the South Kennington site in relation to plans for that area. 5.Opportunities and challenges around Thrupp Lane.

Group discussions Today’s group objectives are a first exchange of ideas on the issues preliminary discussion of actions needed – eg research on context, discussions with infrastructure providers /developers, discussions with affected residents appointment of group convenor setting a date for first group meeting The output sought from groups on each theme by March 2016 is: clear proposals/plans or a statement of options on which to seek community views a context statement setting out the national and local policy context and other factors constraining our options. The PC is considering commissioning professional support for developing and drawing up proposals and plans.
