When it All Began Advocacy efforts began for Burbank TRL in 2003 Burbank Licensing & Code Enforcement Dept. was on board Burbank Youth Board did not endorse TRL Burbank City Council did not move forward with TRL

Birth of the New Campaign We started another TRL Campaign in Burbank-July 2005 Our YPS data showed a 26.7% willingness to sell tobacco rate We conducted 756 Public Opinion Surveys that demonstrated 86.6% of residents supported TRL

Coalition Building We met with reps from community organizations to form a local coalition. Forming a coalition is hard work, but it pays off in the end! We ultimately founded the Alliance to Keep Kids Tobacco-Free of Burbank

Burbank Youth Board We presented to the Burbank Youth Board to gain their endorsement for TRL Due to the group being split on decision they could not formally endorse TRL We knew that this may pose a barrier for our campaign

Six Degrees of Separation We utilized our agency, coalition, and even family and friends’ to find connections to Burbank City Council members The Center for Tobacco Policy & Organizing “Circles of Influence” sheet!

City Council We made a presentation to the Burbank City Council on September 12, 2006 Many community organizations, youth, and tobacco control advocates came out to support our efforts Burbank City Council voted 4-1 in favor of the drafting of a TRL Ordinance for Burbank

Challenges Two Burbank residents independently approached the City Council to adopt a smoking ban in outdoor public places We immediately contacted them to coordinate both efforts We had to act fast and reach out to tobacco control advocates from every angle to come support both issues

What would a Policy Wonk Do? We maintained contact with Burbank city staff We provided a copy of TALC’s draft TRL Ordinance for the City Attorney We kept our coalition members involved

What Would a Policy Wonk Do? (Cont’d) We maintained contact with allies We continued community mobilization We made sure city staff knew that we are a tobacco control resource

What Would a Policy Wonk Do? (Cont’d) Media Use It’s important to read all draft Ordinances and staff reports thoroughly before hand We reached out to all of our supporters once again

The Outcome Burbank City Council voted unanimously 5-0 in support of adopting the TRL Ordinance at the first reading on January 30, 2007 Burbank City Council also voted 3-2 in favor of staff drafting an ordinance that bans smoking in specific public outdoor areas of Burbank

New City to Tackle We are now working in the City of San Fernando We have to learn a new “wonk” style We are ready for the challenge!
