IAEA 13th INIS/ETDE Joint Technical Committee Meeting, Friday, 21 October 20112 Memorandum of Understanding between IAEA/INIS and ETDE (1994) is the framework for technical cooperation and operating arrangements between the International Atomic Energy Agency (IAEA), represented by the International Nuclear Information System (INIS) Secretariat, and the IEA Energy Technology Data Exchange (ETDE) represented by its Operating Agent. ETDE and INIS are both international information systems established to facilitate the sharing of data among their respective member countries. INIS was established in 1970 to provide a mechanism for the member countries of the IAEA to share their collective information on the peaceful uses of nuclear energy. It has 151 members ETDE was established in 1987, it currently has 14 member nations and pools information on all aspects of energy, including nuclear. All ETDE member countries are also members of INIS. INIS standards were adopted by ETDE with minor modifications to accommodate the wider subject scope of ETDE. The INIS Secretariat has been an observer at ETDE Executive Committee and Technical Working Group meetings since 1989. Operating Agent representatives likewise have been observers in INIS meetings. IAEA 13th INIS/ETDE Joint Technical Committee Meeting, Friday, 21 October 20113 Technical cooperation between ETDE and INIS has been significant, enabling some member countries to take advantage of a common direction for both systems. The joint development of standards and procedures, assurance of data integrity and quality, have been important to the success of both databases. Efforts have been on-going to consolidate authority files and provide data input centres with joint rules and guidelines on data preparation. Objectives of cooperation

IAEA 13th INIS/ETDE Joint Technical Committee Meeting, Friday, 21 October 20114 Increased efficiency and cost effectiveness of database production and provision of services for both ETDE and INIS members, the IAEA/INIS Secretariat, and the ETDE Operating Agent. Provision of a compatible set of authorities and guidelines for member countries who contribute data to both systems. A balanced and equitable sharing of work. Saving of resources in the development of mutually beneficial new information technologies. Benefits of cooperation

IAEA 13th INIS/ETDE Joint Technical Committee Meeting, Friday, 21 October 20115 Analysis of current systems to develop and implement less costly and more effective methodologies for processing and exchanging information and to take advantage of advances in information technology. Development and enhancement of information handling techniques and information processing technology; encouraging their implementation by member countries of both systems. Development of compatible rules, guidelines, and authorities used for input preparation and joint procedures where possible. Development of improved output products and co-ordination of promotional activities for such products. Developing and maintaining contacts with the user community to enable the systems to better respond to the community's needs. Areas of cooperation

IAEA 13th INIS/ETDE Joint Technical Committee Meeting, Friday, 21 October 20117 Upon the advice of the 9th INIS Advisory Committee, INIS and ETDE held their first JTC meeting on October 1995 in Vienna. The committee suggested that INIS and ETDE consider the possibility of joint printing of authorities, particularly the Thesaurus. At the time a project was under way for the reconciliation of the INIS and ETDE Thesauri. The committee reaffirmed the potential value of a common thesaurus to be used for input preparation for and subject retrieval from both the INIS and ETDE databases. From 1995 until 2004 JTC Meetings were held annually. Currently they are held bi-annually. Joint Technical Committee (JTC) Meetings
