Reporting of performance at different levels for different related purposes:
For public reporting, typically high level or intermediate outcomes. Intermediate split between individ behaviours and soc/econ/phys environments.
In HIPM, suggesting that PM at local level should relate to s-term outcomes or, if necessary, outputs and processes necessary to achieve s-term outcomes that, in turn, relate to intermediate and ultimately high-level outcomes
