1 OSY Consortium

2 What is OSY?  OSY is one of the Consortium Incentive Grants funded by the Office of Migrant Education, Department of Education providing financial incentives to State Educational Agencies (SEAs) to participate in consortia that improve the interstate or intrastate coordination of migrant education programs by addressing key needs of migratory children who have their education interrupted.

3 Goal of OSY  The goal of OSY is to design, develop, and disseminate a system to identify and recruit, assess, and develop/deliver services to migrant out-of-school youth, provide professional development to support these activities, and integrate OSY services into State plans to elevate the quantity and quality of services to this large, underserved population.

4 OSY Works with Consortium States to:  Identify and recruit all out-of-school youth within the state,  Design a well formulated process for accessing the different needs of out-of- school youth  Develop appropriate service delivery models for those youth,  Share information and resources,  Identify and develop curriculum and instructional materials, and  Provide professional development to support OSY activities.

5 What is an OSY?  Secondary-aged youth  Not currently enrolled in school  Does not have a high school diploma or GED

6 Why serve an OSY?  OSY have unique needs resulting from their migrant lifestyle. They face all the obstacles to education encountered by other migrant students, and then more.  These youth may often be the first to be pushed out and the first to be forgotten.  OSY need advocates, people who can both motivate them and help them access needed services.  Young people not in school have little or no access to federal or state resources.

7 Why serve OSY (continued)  Without increased educational attainment or improved English language skills, and OSY will remain in an economically disadvantaged situation isolated from the larger society and economy.  Demographic patterns in the MEP are shifting away from the migration of families toward the migration of single males and females.  OSY is the fastest growing MEP population.

8 State Responsibilities and Expectations  Participation in State Steering Team (SST) and Technical Support Team (TST)  Monitor the development of products and deliverables  Participate in product pilot testing  Provide feedback as requested  Participate in CIG-specific professional development  Attend two annual SST meetings per year  Participate in required TST conference calls and meetings

9 State Responsibilities and Expectations (cont.)  Appoint representative to TST meeting to review and advise CIG State MEP directors on products and deliverables  Review and approve CIG budget  Ensure data collection is complete and timely  SST – serve as the final approval entity on products, practices and deliverables  SST – Ensure required signatures and cover pages are delivered on a timely fashion

10 Overview of the Website – osymigrant.org  The website offers the necessary tools and information for states participating in the CIG, such as:  Data collection tools  Consortium reporting tools  SST and TST contact information  The site also has consortium-developed instructional products available to all MEP states:  Instructional resources  Mini lessons  Oral language assessment tools  Links to other resources and OSY partners
