Dryden Flight Research Center Welcome 4RF & ESS Industry Day This Industry Day meeting is intended to: (1) Familiarize participants with Dryden Flight Research Center (DFRC) facilities, culture and organizational structure and how RF&ESS Performance Work Statement (PWS) requirements support accomplishing the Center’s mission; (2) Present the current status of the RF&ESS acquisition; (3) Permit potential offerors an opportunity to network and discuss teaming or subcontracting arrangements; and (4) Allow industry representatives an opportunity to make a private presentation of corporate RF&ESS capabilities to the Government.

Ensure continuity of services following expiration of the current contract. Acquisition will likely result in a combination of contract types Cost-Plus-Award-Fee (CPAF), Cost-Plus-No-Fee (CPNF) and Indefinite-Delivery/Indefinite-Quantity (IDIQ) with Fixed Prices 24RF & ESS Industry Day

Dryden Flight Research Center Acquisition Description Contract will have at least a 5-year performance period: One 2–year base period through July 31, 2014 Three 1-year options through July 31, 2017 A phase-in period, probably for about 30 days, is anticipated and will likely be by separate contract Performance is primarily on-site here at Dryden Installation provided property includes access to office equipment, space, and supplies, and Center services (printing, reproduction, store stock, utilities, etc.) 25RF & ESS Industry Day

Dryden Flight Research Center This procurement will be conducted pursuant to FAR and NFS Part 15—Contracting by Negotiations. Solicitation evaluation factors will likely include: past performance, technical capability (mission suitability), and cost/price. No determination has been made on which factors (or sub-factors) are to be included or their relative importance. We anticipated use of: A draft Request for Proposals to solicit your comments. Pre-proposal conference to be held after release of the draft solicitation to assist in your understanding of the procurement.

Dryden Flight Research Center Acquisition Status We are currently preparing the Procurement Strategy Meeting (PSM) presentation to NASA HQ. A 10-year deviation request has been submitted to HQ for approval. Industry capability statements (your responses to the sources sought synopsis) are currently being evaluated. Relevant acquisition characteristics that are currently unknown (period of performance, contract type(s), preference program applicability, etc.) will be disclosed in the pre-solicitation synopsis and RFPs. 29RF & ESS Industry Day
