2. Create a new Document. (any size will do)

3. Paint your background with black and your text should be white color. Adjust the font. (any fonts will do)

4. Go to Edit > Transform > Rotate 90 degree CW

5. Go to filter > Stylize > wind ( you can add the wind many times) then go to edit > transform > rotate 90 degree CCW.

6. Go to Blending Options > Outer Glow (change the color to sky blue) then Color overlay (again change the color to sky blue).

7. Duplicate your layer then go to blending options > Bevel and Emboss > technique > Chisel Soft > Change the depth to 60%.

8. Uncheck the color overlay then go to Gradient Overlay > Blend mode > Overlay.

9. Go to pattern overlay (pick any pattern) then change the opacity to 80%. Then change the normal to overlay.
