1 Managing Program Numbers Joey Walter Program Advisor, Northeast Region

2 Served vs Enrolled Served students refers to every student who walks into your program. Enrolled students refers to every student who attends for 12 hours or more. Note: the attendance hours for testing are counted from test to test

3 Post-test Hours Each student must be pre-tested before reaching 12 hours of attendance. Consider how delaying post-testing impacts the post test rate: A student is eligible to post-test under the following requirements: o ABE: after completing 40 hours of instruction (40 hours since their pre- test) o ASE: after completing 30 hours of instruction (30 hours since their pre- test) o ESL: after completing 60 hours of instruction (60 hours since their pre-test) for those using the BEST Tests

4 Post-test Percentages The state requirement is to post-test 65% of all enrolled students within the program year.

5 E & E For programs that do not meet the state requirement of 80% E&E, they will be required to complete a Performance Improvement Plan. The Performance Improvement Plan includes strategies to address and improve each deficiency area.

8 Recruiting Recruiting efforts are more likely to benefit your program when you have a thorough plan. o This plan should include placing highly visible flyers (also in languages other than English) in locations where potential students are most likely to see them: businesses, restaurants, local bulletin boards, churches, etc. o A thorough recruiting plan should also involve various staff members. Staff members are often the best recruiters. o Also, having a recruitment calendar – with scheduled events and staff responsible for each event is important.

9 Retention Retention is the key to each program’s success. AERIS Table 4.1 will show you how many students come in and how many are not staying. o There are likely many factors that influence why students do not come back. o It is important to contact students within one week if they have missed classes.

10 Managed Enrollment Consider how this can positively impact your program (retention, better chance for gains, etc.). Most programs that utilize managed enrollment offer classes that last 4 – 8 weeks.

11 For Your Consideration Consider how the program numbers are impacted when pre-testing is delayed.  Attendance hours prior to the pre-test will not be counted toward the number of hours needed for post-testing. This delays the opportunity for the student to posttest, and delays the possibility for additional posttests during the year.

12 For Your Consideration Consider how the program numbers are impacted when students are enrolled at the end of the fiscal year.  Students may become enrolled prior to the end of the fiscal year, which improves numbers for federal funding, but could negatively impact E&E.

13 For Your Consideration Consider how the class schedule impacts the program.  Does the program offer a variety of class times, locations, and modes of delivery?  Do satellite locations provide enough hours for students to post-test?
