PPPs are an approach to provide better Veterinary Service to target groups (livestock farmers and general public) through coordinated and concerted efforts between government Veterinary Service and non-governmental actors. PPPs offer unique opportunities to leverage comparative strengths among government, private veterinarians, industry, NGOs and academia. PRIVAT-PUBLIC PARTNERSHIPS (PPPs)

REQUIREMENTS OF PRIVATE VETERINARIANS Diploma of Veterinary Medicine following a 5-year of veterinary education, Compliance with Law No. 6343 and Law No. 5996, Turkish citizenship, Registration to one of the 57 Regional Chambers of Veterinary Medicine, "Work Permit" obtained from Regional Chamber of Veterinary Medicine, "Work Permit/Authorization" from our Ministry

PROFESSIONAL ORGANIZATION FOR VETERINARIANS Professionally, veterinarians in Turkey are organized as regional chambers that are assembled under a central organization called Turkish Veterinary Medical Association (TVMA). The association is administered by a central council. Turkish Veterinary Medical Association aims to ensure the development of veterinary medicine, with the ability to protect the rights and the benefits of the profession. The headquarters of TVMA is in Ankara. Currently, there are 21 faculties of veterinary medicine in Turkey with the annual capacity of around 1500 graduates and 5 more veterinary faculties are under establishment phase.

SANITARY MANDATE ACTIVITIES Training courses for private veterinarians are held regularly by our Ministry and Turkish Veterinary Medical Association (TVMA). – Veterinary legislation, professional ethics and deontology, collection and submission of samples, medical documentation, animal welfare The Ministry may assign private veterinarians directly to fight against diseases under emergency situations and may authorize them to carry out vaccination. Private veterinarians are assigned at slaughterhouses and cutting plants. They also carry out artificial insemination practices. Authorised private laboratories carry out disease diagnosis.

RECOMMENDATIONS Increasing the capacity of all countries by aiming national animal health and veterinary public health systems of which covering all national territories in order to provide surveillance, early detection, and rapid response in case of animal disease outbreaks; Addressing the emergence of new or re-emergence of previously existing animal diseases, e.g. vector-borne diseases, as well as new societal demands in the field of food security, food safety, veterinary public health, animal welfare and the “One Health” concept; Developing continuing education programs for public and private veterinarians in order to respond to new threats and to meet the new societal expectations at global, regional and national levels;

RECOMMENDATIONS - 2 Ensuring the prudent use and control of veterinary medicinal products and quality vaccines; and Developing, implementing and ensuring compliance with ethics and the code of good veterinary practices, with particular reference to the prescription and delivery of antimicrobial agents by well-trained veterinarians with respect to the safeguarding of food security, veterinary public health, food safety and animal welfare.
