Governance Group Update In-person meeting Jun 29 th – 30 th Call on July 16 th Name Changes (as of now): ▫ NSSP (National Syndromic Surveillance Program) ▫ NSSS (National Syndromic Surveillance System - formerly BioSense) ▫ NSSS – GG (National Syndromic Surveillance System – Governance Group) ▫ NSSS – CoP (National Syndromic Surveillance System – Community of Practice)

Governance Group Update CDC Update on ESSENCE and SAS Pilot Results ▫ ESSENCE – Successfully passed security test – Preprocessing of locker data analyzed – Static data from 8 jurisdictions, DoD, and the VA successfully ingested into ESSENCE – After experience with the application, the majority of participants were in favor of ESSENCE ▫ SAS tools – Installation more complicated and difficult than expected – Still work to be done before SAS tools can be made available to users CDC recommended proceeding with SAS and ESSENCE tools and discontinuing the BioSense web application

The group recommends the following order of progression for the continued implementation of this project:

Governance Group Update Jurisdictions should get access to ESSENCE using the following criteria, in order: ▫ 8 pilot sites, to figure out the implementation issues of ESSENCE ▫ Participating jurisdictions which have no other SyS system, ordered first by a. Those ready & willing to participate b. Those that have the most ED visits per year (per AHA survey) for the system ▫ Of the remaining jurisdictions: a. Being ready & willing to participate b. Having the most ED visits per year (per AHA survey) for the system

Governance Group Update The Governance Group recommends that the CDC will discontinue enhancement of the existing BioSense end-user application (https://biosen.se), so that more resources can be put toward making ESSENCE and SAS available. Availability of the existing BioSense end-user application will end when ESSENCE is implemented for all participating jurisdictions that have been using the BioSense end-user application.https://biosen.se ▫ Refers to web application only: Rstudio (upgraded to Rstudio Professional) and phpMyAdmin will remain part of the system ▫ Web application will go dark once all participating jurisdictions have had their data migrated to ESSENCE. ▫ More information coming soon.

Governance Group Update CDC proposed a regional data view available to all CDC branches and all participating jurisdictions with mandatory participation ▫ Data elements exposed would be: ▫ Encounter datePatient Age (5 yr. Age Group only) ▫ Patient GenderUS DHHS Region ▫ Diagnosis CodeSyndrome ▫ Sub-syndromeDischarge Disposition ▫ Chief Complaint (needed to develop free text queries) Discussion of potential privacy concerns w/ chief complaint, diagnosis code ▫ Agreement that other proposed fields at the Regional level were reasonable ▫ Discussing potential solutions that address privacy concerns while keeping the ability to design and validate on the fly free text queries

Governance Group Update CDC working on new DUA requested by some jurisdictions ▫ Supplemental agreement that outlines CDC data usage and roles ▫ Does not replace current jurisdictional agreements with ASTHO ▫ 1 st Draft to be reviewed by Governance Communication plan ▫ Outline of how CoP, GG, NSSS Users, Workgroups, Contractor, and CDC communications, interactions, and responsibilities should flow Workgroup structure and roles ▫ Some work groups temporarily on hold ▫ Others still actively meeting ▫ Work being done to clarify GG requests of workgroups ▫ Reprioritization of tasks and coordination of efforts w/ appropriate CDC staff
