Civil service – employees of public agency who are appointed based on a merit system rather than appointment. Patronage – appointment to a job based on political influence. SWOT analysis – a planning technique that first analyzes Strengths, Weaknesses, Opportunities, and Threats to an organization. Stakeholders – people interested in an organization, including funders, donors, clients, and political figures, among others.

Effective planning enables organizations to benefit by increasing capabilities to deliver more and better services at lower cost. Employees benefit from planning by increasing their competencies and value to current and future employers.

Strategic planning can be defined as the process of determining strategic objectives and actions needed to achieve a human services agencies mission through those objectives.

There are five steps in strategic planning in human service agencies that include: 1.Defining a local organization’s mission 2.Conducting a SWOT analysis 3.Establishing strategic objectives, strategies, and tactics 4.Implementing a course of action 5.Evaluating results and processes
