10  Don’t leave broken windows unrepaired  Neglect and crime are usually linked  Mere perception of disorder precipitates a negative feedback loop  One broken window leads to “unintended behavior” and to breakdown of communities.

11  Develop programs to regulate the use of property that fosters responsible landlord behavior and maintains a level of quality rental housing that will be an asset,  Reduce crime driven by foreclosures and vacant properties through systemic rather than complaint-driven solutions and programs,  Develop registrations and licensing strategies to identify owners in case of emergencies, code violations, etc.,  Create a Land Bank Authority as a tool to acquire, manage, maintain and repurpose vacant and foreclosed buildings & lots.

12 Information sharing or access to the same information is a necessary and critical pre-condition for collaboration to occur. This is our first major project to find funding for a shared data system for all County Departments.

13 Partnerships must be horizontally integrated with emphasis on organizational structure that fosters relationships and interaction that cuts across departmental and even organizational boundaries and is much more dependent on collaborative, non-authoritative behavior.
