2 At Issue: Pedestrians Safety in Our Neighborhood There are have been two fatalities and several pedestrian accidents in the last three years March 2014 – Pedestrian struck at Grand & Syndicate while attempting to cross at crosswalk August 2012 – Macalester student hit and killed in crosswalk at Grand & Hamline September 2011 – Pedestrian hit and killed crossing mid-block at Grand & Syndicate Grand Avenue is a classified collector with an Average Daily Traffic Count of 12,425 Average speed Eastbound is 28 mph, with 85% going at or below 33mph Average speed Westbound is 29mph, with 85% going at or below 36mph A

3 Salt Lake City has reported that 11 – 14% of pedestrians use the flags to cross at intersections. A University of Utah study found that 81% of vehicles stopped for pedestrians using pedestrian flags, compared to 20% of vehicles that stopped when these flags were not used. A similar program in Washington, DC found that 30% of pedestrians use the pedestrian flags when crossing and the observed compliance rate was 92.5% of drivers stopped for pedestrians using the flags, compared with 73% of drivers who did NOT yield to pedestrians in crosswalks who were not using pedestrian flags. Our district council has also been contacted by community groups in Woodbury and North Saint Paul regarding the pedestrian safety flag program. Pedestrian Flags Around the Country N

4 In August 2014, SHA joined forces with GABA to launch our pedestrian safety flag project at five intersections along Grand Avenue at: Grand & Syndicate Grand & Dunlap Grand & Oxford Grand & Avon Grand & St. Albans Current Pedestrian Flag Initiative ADD PHOTO (Grand/Avon)

5 Additional Intersections Oakland & Grand Summit & Milton Summit & Oxford Lexington & Fairmont Lexington & Lincoln St. Clair & Milton St. Clair & Benhill Fairmont & Chatsworth Summit & Oakdale Summit & Avon Our Proposal Total Cost: $5,000 (Public Works estimate) To increase the number of intersections that have safety flags and for the City to take over maintenance of the flags at each intersection.
