I.Roots of the Constitution A.British System of Government 1.English Bill of Rights of 1689 provided an important model for the Americans 2.The Enlightenment promoted the idea that knowledge, reason, and science could improve society. 3.John Locke was an English philosopher who believed that all people have the right to life, liberty, and property.

II.The Federal System A.Shared Powers---Federalism 1.Sharing of power between the Federal and State Government B.The Constitution 1.The Constitution of the United States becomes the Supreme Law of the Land C.Framers are the men who shaped the Constitution

III.The Organization of Government A.The Legislative Branch—Law Makers 1.Congress could collect taxes, regulate trade and coin money B.The Executive Branch—headed by a President 1.The President is INDIRECTLY elected by the Electoral College 2.President has the power of Veto C.The Judicial Branch 1. The Supreme Court and all lower federal courts

III.The Constitutional Debate A.Federalist---those in favor of the new strong federal government 1.Most famous Federalist—George Washington and Ben Franklin B.Ant-federalist—feared the central government 1.They thought that it would be a government by a small, educated group of individuals. 2.Thomas Jefferson & Mercy Otis Warren C.Protecting Rights---strongest criticism against the Constitution was it lacked a bill of Rights
