19 In October, 2006 organized first conference for “Low prevalence countries “ by initiative of Government of Mongolia In August, 2008 organized second conference for “Low prevalence country” in Manila, Philippine Low prevalence countries are joining

21 UNAIDS/S.NOORANI Low prevalence = Don’t accept as priority because of low number of cases Misunderstanding “This will not happen to me ” Do not prioritize the tasks

22 Lesson Constant changes in structure of National Committee responsible for united actions against HIV/AIDS lead to negative outcome by fragmenting the actions Absence of integrated work-plan Lack of government resource for financing
