Why Involve Member States?  The Framework Programme for research and innovation is the most important financial instrument at EU-level to implement the ERA.  National programmes and programmes at EU-level get more and more integrated through e.g. partnership initiatives (e.g. JPIs).  Priority setting is pivotal in order to facilitate alignment of and complementarity between national programmes, joint programmes and programmes at EU-level.  Priority setting starts at a very early stage, often in form of FLA/foresight.  A better interaction between FLA in MS and at EU-level would facilitate the whole process of priority setting (e.g. Horizon II and the “next generation” of JPIs).
