6 WMO OMM 6 4 areas of competencies in Capacity Development (as articulated by HLT-GFCS) Human resource capacity –equipping individuals with the understanding, skills, information, knowledge and training to enable them to generate, communicate and use decision-relevant climate information; Infrastructural capacity –enabling access to the resources that are needed to generate, archive and use climate data and decision-relevant information, including observing networks, data management systems, computer hardware and software, internet, manuals and scientific literature; Procedural capacity –defining, implementing and advancing best practices for generating and using climate information; Institutional capacity –elaborating management structures, processes and procedures that enable effective climate services, not only within organizations but also in managing relationships between the different organizations and sectors (public, private and community, including international collaboration).

8 WMO OMM Case studies : major outcomes from the WG Meeting in dec. 2011 10 case studies analyzed in 3 breakout groups to: –stimulate discussion –test the 8-steps of CD how WMO will be –guide WMO CDS in holistic and cohesive manner 2 out of 10 cases felt to be emergency cases requiring a different approach considering their circumstances – 8-step approach applied while criteria for measuring success would be limited to the provision of emergency services rather than sustained capacity.

21 WMO OMM The way forward The WG agreed on the roadmap for CDS Preparation: Inputs from EC-WG/CD members to the basic structure of CDS and First draft of CDS for review by EC-WG/CD members by the end of January, 2012; A 6-10 pages draft CDS to be approved by the EC-LXIV with Annexes including references, list of documents, background materials, case studies and Implementation Plan (2012-2015) by the end of April 2012.  Cf. report online http://www.wmo.int/pages/prog/dra/documents/2011ECWG-CDFinalReport.doc
