18. The Need for Training / Drill for ATC Controllers High Risk Area Preparing only a circular / manual is not enough. Training is needed such as simulated eruption drills.

19. Air Traffic Controller HAVE responsibilities to direct multiple aircraft BUT RARELY HAVE experienced on handling VA radar vectoring AND NEVER HAVE experienced simulated drills on transitioning from a normal traffic status to a pre-determined avoidance status.
