Identify the Major Powers of the Legislature.

Compare the term of a Senator to a House member. Why is the senate considered a constant body? What would the major problem with having a Representative make decisions based on being a delegate? Name at least five informal qualifications for membership in congress and explain how those qualifications might affect a candidate’s vote- getting abilities.

Primary function is to create laws Electoral Duties- House chooses president and Senate chooses V.P. if no majority 25 th Presidential Line of Succession- V.President passes, the President chooses a new V.P with Congress’s Approval Majority V. Quorum Constitutional Amendments Congress can propose with 2/3 Vote Call a National Convention, 2/3 state Legislature Impeachment House- Impeach-draw up charges Senate- Hold trial

Commerce Power-Regulate interstate trade, and foreign trade Power to tax- purpose to help public needs Limits- Exports, apportioned equally among states Direct Tax Indirect Tax Borrowing Power- Unlimited Deficit Spending- Borrow more than brought in Borrow from other countries Increase Public Tax

Bankruptcy Power- cant be held to debt, rules made at federal and state level Currency Power- coin money and regulate value Foreign Relation Power- act to secure the security of the U.S. War Powers- Declare and pay for war

Domestic Powers Territory- define territories/Eminent Domain Naturalization- how citizens of another country becomes citizens of this country Inherent because the government job as the gov’t body Postal Power- Congress has the power to establish Post Offices and Postal roads Postal Crimes-Felonies Post offices are not taxed

Strict Constructionist- should stick to the rules, no exceptions Ex. Limited Government Liberal Constructionist- Interpretation is needed so that the government can function Ex. Necessary and Proper
