2. Rationale Comprehensive national legal framework is essential for ensuring the safe and peaceful uses of nuclear energy Countries embarking on a new nuclear power programme need to develop/amend a comprehensive set of regulations IAEA assistance has been requested

3. Rationale Optimise resources Foster harmonization and regional cooperation Ensure full compliance with IAEA standards and other international undertakings Organise a series of workshops called “School for drafting regulations” (third school but first for nuclear safety)

4. Purpose To provide participants with the competences and support to draft, during the course of the workshop, national implementing regulations on nuclear safety in accordance with IAEA Standards Considerations of regulatory requirements from EU legislation will be covered to the extent they represent priority for the MS

5. Objectives To respond to requests of assistance To provide useful reference material To share experience of more advanced countries To leave ownership and responsibility of preparing regulations to the national regulatory bodies

6. Scope Regulatory framework and responsibilities in the licensing process (IAEA approach and alternative regulatory process for combined licence) of a nuclear installation Main requirements on different stages of the licensing process (siting, design, construction, commissioning, operation and decommissioning), documents to be submitted

7. Organization Key presentation by external expert and IAEA Sharing of examples of regulations Group discussion on items of interest Drafting national regulations Group review of drafts English used as the default language

9. First workshop for NS Open to participants of Albania, Armenia, Azerbaijan, Croatia, Kazakhstan, Lithuania, Moldova, Romania, Serbia, Tajikistan, Turkey and Ukraine Candidates should be regulatory staff responsible for drafting or enacting of nuclear safety regulations, with knowledge and experience in regulatory activities

10. Previous workshops for RS Lesson learned The methodology of implementing school (short presentation, followed by drafting) was very effective and appropriate The selection of participants. Participating MS designated a lawyer and a technical expert and such combination was found as a very convenient solution for drafting regulations

Previous workshops for RS Lesson learned Even the heterogeneousness of participating MS in established regulatory infrastructure and different needs and interests, the division of participating MS on groups (based on the similar level of the development of regulations) during the drafting regulations shown as a very good and effective approach

Previous workshops for RS Lesson learned Due to the lack of time some participants were not in position to draft the missing norms but only to identify the gaps It was evident during the workshop that the scope in some modules was too extensive for the participating MS which do not have detailed regulations

13. Previous 2 weeks on RS Lesson learned Main idea on drafting regulations was not well understanded to all participants (there are excpectations on drafting law, procedures..) Participants have not clear idea what regulations they wanted to draft Participants are specialists in only specific areas, activ participation in all topics of the modules is difficult

Expected results Participants will gain sufficient knowledge and expertise to be able to produce sound regulations properly framed within existing national legislation and in line with the IAEA standards and best international practice Participants with developed national regulations will be able to revise or fine tune existing regulations during the school

15. Expected results I t is expected that workshop will create an efficient platform for participants to exchange their knowledge and experience in drafting and/or reviewing regulations. Cooperation among participants after the event, using appropriate networks/platform designed to foster horizontal cooperation, will be encouraged
