2 + Congratulations Offer that will generate new revenues for the town of $800,000 plus offer that will put our community on a path as a model for environmental sustainability today - asking council to direct town staff explore the opportunity and report back in Feb. Time is of the essence

3 + Current Situation The Whitchurch-Stouffville Community Energy Co-operative Owns the FIT contract. We have 110 members from the community. We have a lease agreement with the Town that would see construction start by Dec 2015 The FIT contract has value. They are not easy to secure…but we have been successful. There is over $100,000 of community investment not including three years of volunteer work.

4 + Challenges The annual security of $100,000 required by the Town with... The higher projected construction costs and anticipated operating costs for the Co-operative creates a situation where community investor return on equity will not be attractive to local investors. Moreover, it leaves no opportunity for the Co-operative to act on its broader environmental vision for the community One in which we lead action to be a community that values environmental sustainability. The FIT contract requires the project to be running by Feb/March 2016. Time is short to raise the capital unless we finance through outside 3 rd parties.

5 + Our Dream To keep the economic, social and environmental benefits of the project within our community. To achieve our vision as a community that values environmental action by creating a Environmental Legacy Fund and a role for the Co-operative to lead environmental action. To do this… Our membership is willing to transfer 100% of the project to the Municipality

7 + Our Request 1. To explore 100% transfer of the project to the Town. 2. To report back to Council in one months time with an action plan including plans for an Environmental Legacy Fund. 3. Conduct a council education session prior to the report back. Council directs the Town administration to enter into immediate discussions with the Co-operative :

8 + Other Options 1. Remove the $100,000 security deposit requirement. There are alternatives that do not disadvantage the economics of project. For example - Assignment of contract to Town if a default 2. Town may also want to consider allocating the proposed Town Lease costs to an Environmental Legacy fund. Our request is…
