APD for u16s ZED-MIBA Forum 2015
2
APD will be exempted for children under 12 years of age from 1 March 2015 Easy to apply as children u12 are easily identifiable by their PTC N.B. only applies for the lower (economy) rate, so not business class 2
3
APD will be exempted for children u16 from 01May16 Not so easy to apply as children u16 pay the adult fare and there is no easy way currently to identify them commercially in order to apply the exemption 3

ATPCO and IATA held a joint call with carriers and systems. The preferred solution was use of age Passenger Type Code with a number denoting age. E.g. C16 for child 16 years. The GDS would then hard-code that PTC C16 = ZERO reduced rate GB tax. 4
5
This could work well for pricing, but the only PTCs that can currently appear on a ticket are ADT/CHD/INF, even if you have used C16 in your pricing entry. Therefore, it would be impossible to determine from the face of the ticket that passenger is under 16. In ZED children 12 and over pay the adult fare so there is no easy way currently to identify them. 5
6
As soon as a solution is in place we will be able to see what we can borrow from this to apply to ZEDMIBA 6
7
We must find a solution ideally by the end of November 2015 as our tickets are valid for 3 months. Commercially BA is currently having to manually identify u16s and via back-office processes re- quote the fare minus the GB tax. 7
