Though he was a dictator, Napoleon gave France the kind of equality that the Revolution had called for. However, Napoleon did not permit freedom of the press nor did he give the French a break from conflict and war.

Introduced the Napoleonic Code which made all citizens equal before the law, provided for trial by jury and continues to be the basis for the French legal system today and the model for legal systems across Europe and Latin America.
