Balancing Homeland Security and Traditional NRS Roles/Work March 5, 2003 NRT-RRT Co-Chairs Meeting

Rely on others (both CG & non-CG) to do 1 st look at &/or respond to spills where that can be done effectively. As personnel are avail, send less trained folks to spills, even not in their area of resp, as training oppty. Create new HS cte for NRT, to free other committees to return to traditional work. NRT should provide info on a regular basis to RRTs, RRTs should pass along to members between meetings.

Plan balanced RRT meetings. NRT should let RRTs know when they expect to be able to return to traditional work. Focus on prevention Ask Federal agency members if they can train their RPMs to serve as FOSCRs, or to fill preparedness roles. Ask specific RRT to work issues, then send on to NRT for approval & sharing w/others.

NRT could help coordinate development of procedures for what to do when biowatch program results in a positive hit. RRTs should let NRT know when they have needs that aren’t being met. Consider how NRS production process could be expedited.

At RRTs, ask member agencies to take up preparedness work that would otherwise be done by CG or EPA. Might OSHA’s”Phone & Fax” system be useful? Turn over or contract out appropriate functions Look at list of items from this meeting re. what RRTs need from NRT.
